Robert “Robbie” Greenblum became City Attorney for the City of San Antonio in December 2013. He serves as chief legal adviser to the City Council, City Manager and all City Departments, offices and agencies.
Prior to that, Mr. Greenblum served Mayor Julian Castro as chief of staff from June 2009 – December 2013. He was the mayor’s top adviser, as well as the chief liaison for the mayor’s office with city staff and the community.
Greenblum received his Bachelor of Arts degree and Doctor of Jurisprudence from the University of Texas, and has been licensed to practice by the State Bar of Texas since 1988. While practicing law for more than 20 years, Greenblum’s work has addressed business, litigation, non-profit, property tax issues, and legal representation regarding immigration and international law matters. Prior to his employment with the City of San Antonio, he worked with various law firms, including Matthews and Branscomb, Illagan & Associates, Quan, Burdette, & Perez, and Foster Lewis Langley Gardner & Banack, as well as with the Lawyers’ Committee for Civil Rights Under Law of Texas and the Refugee Assistance Council. His work at the civil rights’ committee included the class-action “Bowie High School” lawsuit that ended the U.S. Border Patrol’s practice of conducting sweeps at a high school campus in El Paso, Texas.
He has represented clients before the U.S. Court of Appeals for the Fifth Circuit, U.S. District Courts for the Western, Southern and Northern Districts of Texas, and the Board of Immigration Appeals.
