Standard Requirements for all program assistance
Emergency Rental Assistance
- Basic eligibility for rental assistance includes:
- Demonstrated crisis in the last 30-60 days
- Documented income to demonstrate ability to pay future rent
- Late notice or Notice to Vacate
- A current lease for the property for at least six months
- Meet federal income guidelines
- Landlord must be willing to work with program
- Assistance for current month rent only, may not owe arrears
Assistance amount varies on a case by case basis and availability of funding
Project WARM & Project REAP (CPS)
- Account must be in applicant's or spouse's name
- Meet income guidelines
- Meet a priority category
- Seniors 60+ years
- Family with children 16 years or younger and in school
- Documented Disabled Individuals
- Individuals on Critical Care Equipment
- Account must be for place of residency only
Funds may not be used to pay for illegal usage, returned check fees, reconnection fees or deposits
(Only Deposits covered for customers’ homeless and establishing a first time account).
Project AGUA (SAWS)
Eligibility includes:
- Meet income guidelines
- Meet a priority category
- SAWS customer (Fresh water customers only)
- Account must be in the applicants name or spouse’s name
- Must make a co-payment determined by SAWS and the caseworker
Water Assistance - Funding: ESG, COSA (city limits) & CSBG
- Must be a SAWS or Bexar Met customer
- Account must be in applicant's name
- Must have ability to make future payment
- Meet a priority category
- Must be able to demonstrate a crisis occurred in the past 30 days
- Must have a disconnect/late notice
Plumbers to People Program
This collaborative effort between the City of San Antonio, San Antonio Water Systems,
the Association of Plumbing, Heating and Cooling Contractors (PHCC) and the Association
of Plumbing Distributors assists low-income families with needed "clean-water" plumbing repairs.
By fixing small repairs (leaks, faulty fixtures, etc.) in a timely manner, families are able to
avoid more costly repairs, thereby conserving water. SAWS will fix leaks but will not cover cost
of any associated work.
Eligibility includes:
- SAWS customer
- Proof of home ownership
- Meet income guidelines
- Account must be in the applicant’s or spouse’s name
- Clean water leaks only
Affordability Discount Program
Administered jointly by the City of San Antonio and SAWS, this program offers monthly
discounts to eligible ratepayers, meeting the income guidelines.
- Must re-certify every 24 months
- Must complete Affordability Discount Program Application or will be handled via COSA data match
- Standard monthly discount may range from $3.30 to $8.80 based on household income and family size.
