The Inspections Section of the Building Development Division is the primary
field enforcement agency for the Development Services Department for all
permitted construction activity on private property and public property
where the construction is outside of the public right-of-way. Inspections Section’s
goals and objectives reflect those of the Development Services Division,
including ensuring that buildings, structures and building service equipment
are constructed or installed according to the minimum standards set forth in
the building-related codes adopted by San Antonio.
The Inspections Section is managed by two Development Services Managers: Mr.
Patrick Poloskey, who oversees the inspections program for one-and
two-family dwellings and the investigations program and Mr. Michael Constantino who
oversees the inspections program for commercial/industrial structures and
the sign permit review and inspections program. Under their leadership the
Inspections Section consists of the Investigations Team, Multi-Discipline
Team, Building Team, Electrical Team, Mechanical Team, Plumbing Team and
Sign Team (see organization chart). The majority of required inspections are
performed in response to requests for inspections related to
building-related code permits. Other inspections and investigations are
performed on a random, key point inspection basis or in response to reports
of complaints. As part of the overall
development process, building-related
code inspections are performed on various aspects of building construction
including foundation, framing, electrical, mechanical and plumbing and are
performed by the following teams:

• Sign Review and Inspections Team

The Inspections Section also performs investigations of reported violations
of the building-related codes and of the Unified Development Code. Many of
these investigations pertain to allegations that someone is building without
the required permits, is in violation of zoning land use regulations or has
occupied a building without the required certificate of occupancy.
All new inspectors and supervisors in the Inspections Section are required
to be nationally certified in their discipline within a specific period of
time. |
