Development Services Department has three divisions: Land
Development, Plan Review and Field Services.
The Plan Review Division consists of
three sections: Plan Review, Customer Advocate and Innovation, Training/Special Projects.
Plan Review Section
- Richard Chamberlin, PC, Development Services' Engineer, manages the Plan
Review Section. This section is responsible for facilitating the Development Process and ensuring customers' building plans
comply with the minimum requirements for the City adopted building codes and the
Unified Development Code.
The Sub-sections of the Plan Review Section include:
Construction Trade (MEP) Review
Fire Protection Review
Minor Plan Review
Tree, Landscape and Irrigation Review
Customer Advocate Section
- Michael Dice, the Development Services Manager, oversees the Customer Advocate Section.
This section is responsible for ensuring you

Permits, Licenses, Certificates of Occupancy
Training & Special Projects
- James Flood, Development Services Business Administrator, oversees innovation, training,
and special projects. This section is responsible for the department's training programs, process
improvements through the use of technology, and other special projects.
