 Neighborhood Stabilization Program

The Neighborhood Stabilization Program (NSP) was authorized under the Housing and Economic Recovery Act (HERA) of 2008, for the redevelopment of abandoned and foreclosed residential properties.  The goal of NSP is to make our community’s neighborhoods more stable, sustainable, and competitive by integrating previously foreclosed single-family homes back into the community.  This has been made possible with close collaboration and ongoing dedication of our affordable housing partners, who are:

NSP Eligibility Criteria

To be eligible to purchase an NSP home, you must meet the following criteria:

1.      Your household income must not exceed 120% of Area Family Median Income for San Antonio MSA, as adjusted by              household size.  For example, a household of 4 cannot exceed an annual income of $72,950.   See HUD Income Guidelines.

2.      Your monthly housing expense, including property taxes and insurance, must not exceed 30% of your household income.

3.      The loan you are acquiring must be a fixed-rate mortgage.

4.      You must reside lawfully in the United States of America.

5.      You must occupy the NSP home and declare it as your homestead.

6.      The buyer must attend a Homebuyer Education Workshop and submit a certificate as proof of attendance, prior to closing.

 

Homebuyer Assistance Program

To assist in the efforts of NSP, the City of San Antonio’s (CoSA) Planning & Community Development (PCD) Department, has partnered with the Office of Grants Monitoring and Administration (GMA) to establish the Homebuyer Assistance Program (HAP). This program provides up to 50% of the down payment requirement and closing cost assistance for the purchase of an NSP property. For more information, contact Adolph Torres at (210) 207-5420.
