Plans, directs, manages, and oversees all activities and operations of the Human Resources Department. Acts as primary point of contact for City Management and City Council. Serves as Director of Fire Fighters and Police Officers Civil Service and Secretary to the Fire and Police Civil Service Commission and serves as Secretary to the Municipal Civil Service Commission. Participates in collective bargaining negotiations and labor/management activities for non-uniformed employees. Coordinates and manages all executive level vacancies with the City Manager’s Office.   

Classification and Compensation
Dan Williams, Human Resources Administrator
Conducts market research to determine competitiveness and employee equity through maintenance of a fair classification and compensation system in an effort to provide equitable compensation that attracts and retains competent, qualified employees at all levels.  Monitors and offers guidance in the administration of the Employee Performance and Development (EPDP) System, which better links employee performance with organization mission and goals.  Coordinates the City’s performance pay process. 
Other functions include:

• Classification Actions—Regrade, Reclass, In Lieu Of (ILO)
• Salary Adjustments—Salary Adjustment Increase (SAI), Exceptional Hire, High Class Pay, Special Assignment Pay
• Job Appraisal—Employee Performance Development Plan (EPDP)

Customer Service and Communications
Roxanne Olivarri, Customer Service and Communications Manager
Coordinates and implements communication efforts on behalf of all Human Resources divisions, including Employee Benefits, Recruitment, Risk Management, Training and Uniform Testing. Responsible for communicating Human Resources information to City employees, retirees, the Mayor, City Council members, and eligible family members.  

Through phone, email and the physical Customer Service location, provides assistance to current employees, retirees and the public with information regarding benefits and City of San Antonio employment opportunities, and directs visitors to appropriate locations and resources. Coordinates open records requests and media inquiries for the department and manages the process for maintaining employees' personnel, benefits and retiree files.

Employee Benefits (Plan Design and Administration)
Patricia Atkins, Employee Benefits Plan Administrator

De Anna Castro, Employee Benefits Manager
Evaluates and implements plan design and plan changes to control cost and offer a comprehensive benefit package to attract and retain employees. Monitors contracts to ensure delivery of services and compliance with performance measures to include annual internal audits of Third Party Administrators (TPA). Performs medical bill audits and utilization review to contain claim expenses while coordinating patient care. Facilitates periodic benefits reviews, surveys, vendor reviews and request for proposals to maintain competitive programs and manages and monitors department-wide contracts. 

David Whitt, Employee Wellness Manager
Provides a comprehensive Wellness Program to educate and train employees on health and wellness activities designed to improve overall employee health status through behavior change. Plans, organizes, promotes, and conducts annual events to inform employees about the City’s benefits program and wellness in the workplace and manages the Employee Assistance Program (EAP).  

Testing (Uniform) and Policy
William Palmer, Human Resources Administrator
Coordinates and administers testing contracts for the development and validation of entrance and promotional testing of uniformed personnel, and conducts examinations in accordance with Civil Service requirements and collective bargaining agreements. Supports the Police and Fire Civil Service Commission to include coordinating meetings, conducting special projects, issuing subpoenas, and recording of hearings. Maintains all official Civil Service records and files. Coordinates with the American Arbitration Association (AAA) to facilitate arbitration hearings and provides administrative support.

Responsible for developing, revising, training, and ensuring compliance with the City’s Administrative Directives that satisfy the needs of the organization. Provides guidance and support to City departments interested in developing internal directives and guidelines. Coordinates appeal hearings to the Municipal Civil Service Commission and provides Commission recommendations to the City Manager’s Office. Develops and updates the City’s voluntary Affirmative Action Plan, including creating EEO4 reports in compliance with Federal requirements, and supporting the City’s Affirmative Action Advisory Committee.

Fiscal Planning
Clara Santos, Department Fiscal Administrator
Manages and coordinates departmental expenditures and budgetary allocations.  Reviews requests for payments and processes transactions to ensure timely and accurate payments.  Oversees the departmental budgetary process to include forecasting, reporting, and reconciliation.  Assists divisions in the development of budgetary performance measures and tracking of expenditures.   

Training and Engagement
Yvonne Zertuche, Sr. Human Resources Administrator
Administers talent management and workforce planning programs with City departments in order to ensure there are adequately skilled and qualified employees who are ready for career advancement. Identifies critical positions and employment trends in order to ensure knowledge retention after employees separate from the City. Provides mandatory and voluntary training courses to all City employees.

Develops and manages the implementation of the citywide programs and strategies aimed at creating a culture of employee engagement through the aligning of organizational objectives with individual contributions. Reviews existing employee programs and recommends changes to increase overall employee engagement. Evaluates and develops recognition programs and policies in support of organizational goals.

Human Resources Department Services
Claudia Lujan, Sr. Human Resources Administrator
Diana Padilla, Human Resources Administrator
Collaborates with and supports customer departments by providing expert consultative services and solutions regarding all aspects of human resources management, including employee relations, recruitment, compensation and benefits, employee development and workplace safety through the Human Resources Generalist concept. Ensures consistent application of processes associated with transactions related to applicant processing, training, personnel records, leave records, and other human resources related initiatives through the Human Resources Specialist concept. Reviews, researches and prepares City Manager responses to employee grievances. 

Municipal Integrity
Richard Hernandez, Sr. Municipal Integrity Investigator
Conducts internal and external reviews to improve accountability to citizens. Conducts investigations of non-uniformed employee misconduct of alleged fraud, waste, and abuse of city resources. Trains employees, supervisors, and managers on fraud prevention and awareness. 

Krystal Strong, Sr. Human Resources Administrator
Facilitates the recruitment of qualified, competent individuals through coordination with educational institutions, targeted and city-wide job fairs, direct hiring opportunities and other specialized venues. Schedules necessary appointments for applicants, such as pre-employment processing, drug testing and physical examinations. Manages and oversees periodic background checks of employees in sensitive positions. Provides temporary worker services to City departments on a charge back basis. Monitors expenses and revenues, screens and hires temporary workers, and maintains applicant pool. Audits processing procedures and required employment documentation. Offers effective recruitment and support services to City Departments utilizing SAP HRIS, and support Human Resources Generalists with recruitment strategies and staffing plans. Provides training to hiring supervisors and managers as needed.
